The LGMA is pleased to announce the Member Awards Recipients for 2023. We are honoured to highlight the achievements of local government professionals who have contributed extraordinary accomplishments and dedicated service to the local government profession.
Jim Martin, Chief Administrative Officer, Regional District of Fraser-Fort George

Angila Bains, Director, Legislative & Protective Services, Corporate Officer, FOI Head, District of Saanich
Angila Bains has established herself as a leader across the province as a subject matter expert for legislative matters that impact all Municipal Clerks and Corporate Officers. Her contributions to local government are far-reaching and impactful.
Angila has an extensive work history in information and privacy management, conduct of elections with experience in both provincial and municipal government and regional districts. She readily shares her knowledge and expertise with her counterparts. She has organized communities of practice and facilitated arrangements for buyers’ groups to improve procurement of elections equipment at lower cost for all participating local governments. Additionally, she has volunteered to be the distribution hub for delivery and pick up of the equipment which was a significant benefit to local governments within the Capital Regional District.
Angila routinely shares resources and generously volunteers her time. She continues to identify and provide opportunities for other local governments officials to benefit and her positive impact on local government is widely recognized across the province.
Tammy Robertson, Indigenous and External Relations Manager City of Kamloops
Tammy demonstrates the power of working together toward Truth and Reconciliation. Her nominator is truly humbled to be part of a team that experiences firsthand, the outstanding results of authentic initiatives that enhance awareness of the rights, history and culture of the Secwépemc people as well as seeking numerous opportunities to enhance the relationship between the City, Tk’emlúps te Secwépemc and local Indigenous groups.
Through Tammy’s determination and in the spirit of true reconciliation, Tammy Robertson has been instrumental in collaborating with Tk’emlúps te Secwépemc on numerous initiatives. Over the past few years, this strong partnership has demonstrated results across a broad range of community themes from culture and heritage, environmental protection, social change, and economic development.
Political and government representatives at the regional, provincial and national levels, including Minister Murray Rankin from the provincial Ministry of Indigenous Relations and Reconciliation, have cited the City’s and Tk’emlúps te Secwépemc relationship as an example to follow.
Brian Reardon, Chief Administrative Officer, Central Okanagan Regional District
Brian Reardon has been a leader in the local government profession with over 25 years experience as a CAO, and a generous mentor to many. He has dedicated his career to local government and has been a passionate advocate for both the profession and continuous learning, a shining example for his staff and colleagues.
Brian has been an eager volunteer contributing and giving back to the local government profession, and he has done so in spades. He has contributed to some notable programs, such as MATI Foundations, MATI Successful CAO, Effective Fire Service Administration and has also served on the executive of TOLGMA. He has been a session speaker, workshop trainer, Province of BC policy committee member, and mentor.
Brian has also been instrumental in the promotion of excellence in local government management for nearly two decades, always willing to share his knowledge and to listen and advise others based on what he’s learned, including about his own leadership challenges and successes. Brian was the recipient of LGMA’s President Award in 2019. Modest and self-effacing, Brian has been an outstanding role model for his staff and LGMA members throughout his career.
Don Schaffer, Retired Local Government Employee, now consultant
Don Schaffer is an experienced local government professional who has spent the past seven years serving municipalities around BC as interim CAO or Corporate Officer (sometimes both).
Prior to consulting, Don successfully performed the statutory duties of the clerk at two municipalities and was an active member of the LGMA. He first volunteered with the LGMA in 1999 on MATI 1 Committee and the Corporate Officers Committee and has served as a chapter rep for North Central LGMA and sat on the LGMA Board of Directors.
Don is an active supporter of his peers by sharing his expertise both informally and by participating in educational programs in-house or through the LGMA. He demonstrates a commitment to life-long learning, facilitating, managing change, and to collaborative and supportive management practices. He follows the concept of servant leadership and excels at encouraging staff and colleagues.
Lisa Zwarn, Instructor, Capilano University, LGMA Faculty, Consultant
Lisa has been working in and with Local Governments for more than 28 years, first working in a variety of local government employee positions before becoming a lawyer and Professional Registered Parliamentarian. Lisa became a consultant and has been actively involved in the area of education with Capilano University and North West Community College. She taught Administration, Services, Finance and Law.
Lisa developed the PADM 209 – Fundamentals in Local Government Corporate Administration and has been the author of second and third editions of the LGMA’s Freedom of Information and Protection of Privacy Toolkit.
Lisa has been a presenter at numerous LGMA programs including the Bylaw Drafting workshops, Corporate Officers Bootcamp, MATI Foundations, other MATI programs, FOI and Records Management among others. She is well known and respected by the local government community and is a wealth of information and widely admired.
Dr. Raeleen Manjak, Retired Director of Human Resources, City of Vernon
Raeleen has served her colleagues as Chapter Member/Chapter Executive of TOLGMA and has served the LGMA Board as a Chapter Director. She has been awarded many honours over the course of her career as Human Resource Professional, too numerous to list here. She has and continues to be a resource to colleagues and the LGMA; providing her expertise willingly to those who ask. Raeleen Manjak continues to “give back” by teaching, presenting, coaching and mentoring; most recently joining the faculty of the MATI Managing People program. She lives by her mantra “Together we are Better.”
Ryan Smith, Divisional Director, Planning and Development Services
City of Kelowna
Ryan Smith, a second generation planner, has worked with the City of Kelowna for 20 years, starting as a development planner and Subdivision Approving Officer, and worked his way to Divisional Director of Planning and Development Services. Ryan has also spent time working for a private real estate development company where he collaborated on the development of townhouse and resort projects.
He was instrumental in the development of the School for Subdivision Approving Officers and has been helping teach Subdivision since 2010. Ryan is a frequent presenter at the MATI Community Planning course and a former Co-Chair of the MATI School for Statutory Approving Officers. Ryan is always willing to share his time and expertise with his peers, even if it means running (literally running) to make a flight home.
